Requirements for Substance Abuse Professional Certification

THE NORTH CAROLINA SUBSTANCE ABUSE PROFESSIONAL CERTIFICATION BOARD would like to thank the professionals in the substance abuse field who had input and recommendations in the process of developing these requirements. These requirements are part of a certification procedure that is compatible with that of the International Certification Reciprocity Consortium.

International Certification Reciprocity Consortium (ICRC)

The NCSAPCB has membership with the ICRC. In efforts to conform to their standards, the NCSAPCB has adopted the current certification requirements which were implemented on January 1, 1990.

At its June 23, 1989 meeting, the Board voted to adopt a Certification process of three stages leading toward full certification as a substance abuse counselor:

Certification Process

The applicant must have a high school diploma or GED. The applicant shall provide an NCSAPCB approved supervision contract (which is part of the application/registration package) for review and sign a form attesting to the intention to adhere fully to the Ethical Standards adopted by the NCSAPCB.

A. Registration

  1. A signed supervision contract will be submitted documenting supervision by a
    supervisor approved by this board. An approved supervisor will be defined as
    a counselor certified by this board or a substance abuse professional approved
    by this board who is performing as a clinical supervisor by job description
    and as documented by the supervision contract. (Contract forms are included
    in the registration/application package.)
  2. A letter of acknowledgment and report of status will be forwarded to the
    Registrant.

A registrant, if serving in a counseling position, must have supervision at a ratio of 1: 10 hours and obtain supervised experience required for full certification, unless a practicum has been completed.

B. Substance Abuse Counselor Intern

A Substance Abuse Counselor Intern must successfully complete a written examination and 300 hours of board approved Supervised Practical Training.

  1. The written exam will be administered by an NCSAPCB member or representative. Preparation for the exam will be aided by a review of literature recommended in the bibliography in the NCSAPCB Manual. Within 45 days after the written exam has been completed, you will be notified in writing of your status in the certification process. Failure to score a passing mark will result in the applicant rescheduling the written exam. (Study guides prepared by Columbia Assessment Services are also available from the Administrative Office for $30.00.)
  2. A minimum of 300 hours of Supervised Practical Training must be documented by a supervisor approved by this board.

A Substance Abuse Counselor Intern will be recognized as a Counselor in Training by the NCSAPCB, performing as a counselor under supervision at a ratio of 1: 40 hours.

C. Certified Substance Abuse Counselor

A Substance Abuse Counselor Intern becomes a Certified Substance Abuse Counselor after obtaining three (3) years full-time experience, or 18 months if a graduate of an NCSAPCB approved master's program, a minimum of 270 hours of board approved education and successfully completing the oral examination/ case presentation.

  1. A total of three (3) years full-time, paid or volunteer, supervised experience must be documented (18 months for graduates of NCSAPCB approved master's program).
  2. Two hundred seventy (270) clock hours of board approved academic/didactic education must be completed in the following manner: 190 hours specifically directed to substance abuse of which no more than 100 hours can be in one substance. Up to 80 hours can be directed towards professional skill building to enhance counselor development. No more than 25% of 270 hours [67.5 hours] may be inservice education received within your organization by a staff at the same facility of the same employment. Twelve (12) hours of HIV training and six (6) hours of professional ethics are required as part of the 270 hours. Sixty (60) hours of education must be obtained within the two years immediately prior to request for certification, half of which must be substance abuse specific.
  3. The oral examination/case presentation will be administered by board members or representatives. After evaluation of the oral exam by the board, the applicant will be notified in writing of their status in the certification process.
  4. A Certified Substance Abuse Counselor certificate and number will be awarded to successful candidates.

A Substance Abuse Counselor will be recognized as a fully certified counselor by the Certification Board and may function independently.

Certification Period

Certification is for a period of two (2) years after which recertification is necessary. Certification may be revoked as a result of conviction for a criminal offense as stated in the board's manual, willfully submitting false information to the board or committing an act contrary to the Ethical Standards adopted by the Certification Board.

Recertification

In an effort to maintain the highest quality standards, the Certification Board requires that each certified professional receive continuing education to maintain certification. It is the responsibility of the individual to obtain 60 hours of board approved training during the current certification period and maintain proper documentation of such training. A minimum of 30 hours must be substance abuse specific training and no more than 25% (15 hours) can be inservice training. Six (6) hours of HIV training and three (3) hours of professional ethics are required for every recertification.

Anyone allowing their certification to lapse beyond three (3) months of the recertification due date will be required to re-apply for certification as a new applicant.

Advanced Level of Certification

The Certification Board will continue its efforts in conjunction with the ICRC to develop an advanced level of certification.

Reciprocity

Being a member of the ICRC means that NCSAPCB is in compliance with international certification requirements and that the professional counselors certified by this board will be eligible for reciprocal certification with member boards and that those substance abuse professional certified by other member boards will be eligible for reciprocal certification in North Carolina. The ICRC/AODA reciprocity application form is also available from the NCSAPCB by written request.

Conversion

In response to further review of ICRC requirements, alcohol and other drug abuse counselors would have the option to convert to Substance Abuse Counselor certification under the current conversion requirements or maintain their alcohol or drug abuse certification.

Testing Procedures

In accordance with the board's membership in the ICRC, the testing procedures will change to reflect their guidelines. Successful completion of the written examination and oral examination/case presentation is mandatory for certification.

Fee Structure

CERTIFICATION
$25 Application/Registration Package; which includes all blank forms necessary for certification and CERTIFICATION PROCEDURES MANUAL.

A. $100 at time of submission of Supervision Contract, Ethical Standards form education hours and Supervised Practical Training verification.
B. $100 at time of written examination.
C. $100 at time of oral examination/case presentation.
D. If all phases are successfully completed at once, $300.

Certified Substance Abuse Residential Facility Director

The Certified Substance Abuse Residential Facility Director certification is one that is obtained in addition to the Certified Substance Abuse Counselor. A person must already be a certified counselor in order to obtain the residential facility director certification.

Requirements

  1. 50 hours of NCSAPCB approved academic/didactic management specific
    training.
  2. Positive recommendation of applicant's current supervisor.
  3. Positive recommendation of a colleague or co-worker of the applicant.
  4. Registration/application fee of $200
  5. Application Packet - $25.00

Recertification

In order to maintain uninterrupted certification, applicant must take 40 hours of continuing education every two (2) years and maintain proper documentation of such training. Anyone allowing certification to lapse beyond three (3) months of the recertification due date will be required to reapply as a new applicant.

Process for Clinical Supervisor Certification

At its April 1993 meeting, the North Carolina Substance Abuse Professional Certification Board voted unanimously to institute the clinical supervisor credential. This is a specific aspect of staff development dealing with the clinical skills and competencies for persons providing counseling.

Requirements

  1. Certification as a Substance Abuse Counselor (applicant must maintain counselor certification in order to maintain supervisor credential.)
  2. 12,000 hours (six years) experience in the field of alcohol and other drug abuse counseling and a bachelor's degree or 8,000 hours (four years) if applicant has a master's degree or higher. After June 30, '98, all applicants will be required to hold a master's degree or higher.
  3. 6,000 hours (three years) experience as a substance abuse clinical supervisor for applicants holding a bachelor's degree or 4,000 hours (two years) experience as a substance abuse clinical supervisor for applicants with a master's degree.
  4. Thirty hours of substance abuse clinical supervision specific education/training for initial certification and 15 hours for recertification (which will occur every two years). These hours should be reflective of the twelve core functions in their clinical application and practice and may also be used as recertification hours for counselor certification.
  5. One letter of reference from the applicant's current supervisor.
  6. Three letters of reference: one from a professional who can attest to supervisory competence and two from either counselors who have been supervised by the candidate or professionals who can attest to the applicant's competence.
  7. Successful completion of a written examination.
  8. Payment of all fees. $25.00 should be submitted to the Board with a letter of intent in order to receive the application packet. $200.00 should be submitted to the Board when application packet is completed and mailed ($100.00 registration/processing fee and $100.00 written test fee).
  9. Recertification Fee - $100.00.
